Semi-Autonomous Government Agencies Sign Performance Contract with the Cabinet Secretary
The PS for Micro, Small, and Medium Enterprises (MSMEs) Development, led the heads Semi-Autonomous Government Agencies (SAGAs) in Performance Contract Signing Ceremony presided by the Ministry of Cooperatives and MSMEs Development Cabinet Secretary FCPA, Hon. Dr. Wycliffe A. Oparanya, EGH.

In his address, Dr. Oparanya commended the Ministry's collaborative efforts and emphasized the importance of teamwork in achieving institutional goals. He highlighted that performance contracting is a key tool for ensuring accountability and effective service delivery across ministries and agencies.
Dr. Oparanya also outlined the Ministry’s flagship projects for the coming year, including the NYOTA Project, which focuses on youth empowerment, and the KJET Project, among others.
PS Mangeni called for a unified approach to outreach and sensitization efforts, ensuring alignment and synergy across programs. She stressed that successful borrowers under the Hustler Fund have the potential to grow into reliable participants in other financial empowerment initiatives.

She further underscored the strategic importance of flagship initiatives like the Hustler Fund, a key program under the President's agenda. She emphasized the Fund's transformative credit scoring system, which empowers beneficiaries to scale their ventures and transition seamlessly into complementary programs such as the Uwezo Fund.
The event brought together key stakeholders, including Uwezo Fund Board Chairperson Ms. Ann Njuguna, Uwezo Fund CEO Mr. Peter Leng'apiani, as well as Chairpersons and CEOs from the Hustler Fund, Micro and Small Enterprise Authority (MSEA), Kenya Industrial Estates (KIE), and other government officials.
