Directorates

The Administrative Support Services will be organized as follows:

  • Office of the Secretary Administration comprising of:
    • Administration Division;
    • Information Communication Technology Unit; and
    • Public Communications Unit.
  • Central Planning and Performance Monitoring Department;
  • Human Resource Management and Development Division;
  • Finance Division;
  • Accounts Division;
  • Supply Chain Management Division;
  • Legal Unit; and 
  • Internal Audit Unit.

 

The Directorate will be headed by Director, Enterprise Development MSMEs Policy and Research, responsible for coordination of MSMEs Policy and Research functions.  

Specific functions of the Directorate will be to:

  • Develop, review and coordinate implementation of MSMEs Policy; 
  • Develop guidelines for identification of beneficiaries, disbursement of funds, recovery and risk mitigation;
  • Research and develop interventions which are demand driven to address  specific context of MSMEs; 
  • Research and develop MSMEs Financing Policy to facilitate adequate flow of credit from financial institutions;
  • Spearhead development of all-inclusive credit policies and guidelines;
  • Develop policies and guidelines for prioritization of MSMEs products and services in government procurement;  
  • Spearhead the development of Policies and guidelines on access to modern management practices for MSMEs;
  • Develop mentorship and coaching policies on entrepreneurship;
  • Develop a framework for establishment of production clusters;
  • Develop a framework for subcontracting arrangements between MSMEs and large enterprises; 
  • Develop guidelines for promotion and development of cottage industry.
  • Develop MSME business franchising policies and guidelines; and
  • Champion the mainstreaming and coordination of MSMEs policies and programs in MDACs, private sector, development partners and non-governmental organizations.

The following are Divisions within this Directorate

MSME Policy Division

The Division will be headed by a Deputy Director, Enterprise Development MSME Policy, responsible for the following functions: -

  • Develop, review and coordinate implementation of MSMEs Policy; 
  • Develop guidelines for identification of beneficiaries, disbursement of funds, recovery and risk mitigation;
  • Review and recommend harmonization of tax policies, licenses and other Levies for MSMEs;
  • Develop MSME Financing Policy to facilitate adequate flow of credit from financial institutions;
  • Develop mentorship and coaching policies on entrepreneurship; and
  • Spearhead development of all-inclusive credit policies and guidelines.

MSMEs Research Division

The Division will be headed by a Deputy Director, Enterprise Development MSMEs Research responsible for the following functions: -

  • Coordinate Micro Enterprises Research & Knowledge Management;
  • Coordinate Startups Research & Knowledge Management;
  • Coordinate Small and Medium Enterprises Research & Knowledge Management;
  • Undertake Research on socio-economic impact of MSMEs; 
  • Conduct Surveys and generate periodic reports on MSMEs;
  • Conduct MSMEs product research;
  • Generate the business insights from the research;
  • Undertake social and economic impact assessment of the Hustler and Funds;
  • Develop Monitoring and Evaluation guidelines for the implementation of the financial inclusion and other Funds; 
  • Monitor and evaluate implementation of MSMEs Policy; and
  • Foster MSMEs Business Process Re-engineering.

 

The Directorate will be headed by Director Enterprise Development, Innovation, Product and Market Development , responsible for coordination of innovation, product and market development functions.  

Specific functions of the Directorate will be to:

  • Promote the development of integrated MSMEs infrastructure;
  • Design and develop an MSMEs integrated information system; 
  • Coordinate trade fair and exhibitions for MSMEs products and services;
  • Provide linkages for MSMEs products and service to domestic and export market;
  • Promote business innovation and incubation for MSMEs;
  • Promote e-commerce mechanisms for MSMEs.
  • Promote market development for MSME products and services;
  • Promote establishment of production clusters;
  • Provide support for product development, design and packaging;
  • Promote and develop the cottage Industry;
  • Promote product standardization and aggregation;
  • Promote startups in the Micro, Small and Medium Enterprises Sector;
  • Promote business franchising;
  • Promote and enforce preference in Government procurements to products and services of the MSMEs; 
  • Development of Database for MSMEs;
  • Registration of MSMEs;
  • Promote development of one-stop digital marketing platform for MSMEs products and services;
  • Provide support for technology upgradation and modernization; and
  • Promote formalization and development of sector-based database for MSMEs.

The following are Divisions within this Directorate

Innovation and Product Development Division

The Division will be headed by a Deputy Director, Enterprise Development, Innovation and Product Development, responsible for the following functions: -

  • Promote the development of integrated MSMEs infrastructure and common user facilities;
  • Promote business innovation, incubation and product improvement;
  • Provide support for product development, design and packaging;
  • Promote establishment of production clusters;
  • Promote development of cottage industries;
  • Promote product standardization and aggregation;
  • Promote startups in the Micro, Small and Medium Enterprises Sector; and
  • Foster MSMEs Business Process Re-engineering;
  • Promote aggregation and value addition of local products for identified production clusters;
  • Develop capacity of MSMEs in aggregation and value addition;
  • Promote quality standards of MSMEs value added products;
  • Create awareness on value addition and aggregation;
  • Establish aggregation and quality control centers for MSME products; 
  • Enhance productivity and competitiveness of MSMEs; and
  • Identify and create new products from local materials for value addition.

Market Development Division

The Division will be headed by a Deputy Director, Enterprise Development Market Development, responsible for the following functions: -

  • Develop and promote local and export markets for MSMEs products and services;
  • Promote market development for MSMEs products and services;Promote, coordinate trade fair and exhibitions for MSMEs products and services;
  • Facilitate business franchising for MSMEs; and
  • Promote and enforce preference in Government procurements to products and services of the MSMES.

 

The Directorate will be headed by Director, Enterprise Development, MSMEs Financing, Partnership and Coordination, responsible for coordination of MSMEs Financing, Partnership and Coordination functions.  

The specific functions of the Directorate will be to:

  • Coordinate the administration of the Financial Inclusion Fund (“Hustler Fund”) and other Funds for the promotion, development and enhancing competitiveness of MSMEs; 
  • Support Progressive credit policies and practices targeting MSMEs;
  • Coordinate Investment, Insurance and Risk management for MSMEs;
  • Support credit scoring and digital lending;
  • Facilitate adequate flow of credit from financial institutions, private, public and other partners;
  • Oversee financial inclusion for youth, women and vulnerable groups; 
  • Coordinate collating and reporting on Financial Inclusion Fund and other funds; 
  • Develop guidelines for identification of beneficiaries, disbursement of funds, recovery and risk mitigation;
  • Mainstream the Hustler financing and saving model through use of technology to disburse funds;
  • Promote access to mortgages for MSMEs;
  • Promote responsible lending, borrowing, ethical practices, consumer rights, and financial literacy; 
  • Strengthen the financial and operational capacity of informal sector membership based financial institutions;
  • Champion subcontracting arrangements between MSMEs and Large Enterprises in collaboration with stakeholders;
  • Champion Benchmarking and leveraging of MSMEs Products and services;
  • Promote partnership and collaborations of MSMEs;
  • Spearhead investors engagement forums.
  • Establishing linkages between MSMEs and large enterprises; 
  • Coordinate implementation of MSMEs policies and programs in MDACs, private sector, development partners and non-governmental organizations; and
  • Promote/Champion local investment through MSMEs.

The following are Divisions within this Directorate

MSMEs Financing and Resource Mobilization Division

The Division will be headed by a Deputy Director, Enterprise Development MSMEs Financing and Resource Mobilization, responsible for the following functions: -

  • Administer the Financial Inclusion (“Hustler Fund”) and other affirmative action funds and grants for the promotion, development and enhancing competitiveness of MSMEs.
  • Promote Progressive credit policies and practices targeting MSMEs;
  • Promote financial inclusion for youth, women and vulnerable groups;
  • Promote Investment, Micro Insurance and Risk management for MSMEs;
  • Promote savings culture;
  • Promote social security amongst MSMEs; 
  • Monitor the performance of Financial Inclusion Funds and other Funds; 
  • Collating and reporting on financial inclusion fund and other fund; 
  • Develop Resource Mobilization strategies for MSMEs;
  • Champion engagement with development partners, donors, international financiers and governments to source funds for MSME Financing;
  • Develop appropriate and sustainable funding modalities to support MSMEs;
  • Coordinate investors engagement forums;
  • Promote Public Private Partnerships on MSMEs financing;
  • Promote access of existing and new wealth through Private and Public sources;
  • Develop and maintain a database of investment partners for MSMEs;
  • Mobilize technical expertise for MSMEs infrastructure and technology; and
  • Champion engagement with the relevant government agencies to enhance funds for MSME financing.

Partnership and Linkages Division

The Division will be headed by a Deputy Director, Enterprise Development, Partnerships and Linkages responsible for the following functions: -

  • Develop appropriate partner engagement strategies and frameworks for MSMEs;
  • Champion benchmarking and leveraging of MSMEs Products and services;
  • Promote partnership and collaborations of MSMEs;
  • Establish linkages for MSMEs products and service to domestic and export market.
  • Formulate joint initiatives with Public and Private partners for MSMEs development. 
  • Establish local and international linkages and partnerships for better market access and technology transfer;
  • Collaborate with County Governments, Government Agencies, development partners and the private sector to promote MSMEs development; 
  • Facilitate the strengthening of partnerships through research and mapping of all partners and MSMEs; 
  • Provide decent and conducive business environment for MSMEs in collaboration with the County Governments; 
  • Champion subcontracting arrangements between MSMEs and Large Enterprises in collaboration with stakeholders; 
  • Champion decriminalization of MSMEs through promotion of ethical business practices; and
  • Promote sustainable partnerships and linkages.

MSMEs Coordination Division

The Division will be headed by a Deputy Director, Enterprise Development, MSMEs Coordination, responsible for the following functions: 

  • Promote holistic development and growth of Micro, Small and Medium Enterprises;
  • Promote and develop MSMEs to enhance their productivity and competitiveness; 
  • Implement monitoring and evaluation guidelines for the financial interventions (financial inclusion funds, affirmative funds, KIE, grants);
  • Champion fair business best practices;
  • Promote sustainable interventions for MSMEs;
  • Undertake social and economic impact assessment of the Financial Inclusion Funds and other Funds;
  • Conduct assessment of social and economic impact of the Financial Inclusion Fund and other Funds; 
  • Coordinate MSMEs policies and programs in MDACs, private sector, development partners and non-governmental organizations.



 

The specific functions of the Directorate are as follows: 

  • Coordinate Entrepreneurship and Management training programmes;
  • Create awareness on standards requirements for MSMEs products;
  • Coordinate mentorship, coaching and counselling on entrepreneurship programmes; 
  • Develop training modules for entrepreneurship and management programmes;
  • Coordinate capacity building programmes on aggregation, networking and digitalization for MSMEs;
  • Promote knowledge acquisition and skills transfer on entrepreneurship and modern management practises for MSMEs;
  • Provide demand-driven and well-structured entrepreneurship and management programmes in all aspects of MSMEs business operations;
  • Coordinate development of training guidelines and modules for MSMEs;
  • Develop guidelines on MSME risk management programmes;
  • Develop and implement Entrepreneurship outreach programmes;
  • Mainstream pre-retirement and post-retirement training for entrepreneurs;
  • Promote apprenticeship programmes and recognition of prior learning skills mechanism; 
  • Support mentorship and coaching programmes for youths and vulnerable groups;
  • Conduct monitoring and evaluation of training programmes to assess return on investment;
  • Provide entrepreneurial consultancy services to MSMEs; 
  • Establish database on MSMEs capacity building programmes; 
  • Collaborate with public, private sector and development partners to support capacity building programmes; 
  • Collaborate with TVET and other training institutions both locally and internationally on MSMEs and entrepreneurship training and certification; 
  • Coordinate entrepreneurship training and awareness programmes;
  • Create awareness on standards requirements for MSMEs products;
  • Promote mentorship and coaching for MSMEs;

  • Oversee provision of all-inclusive, demand-driven and well-structured capacity building programmes in all aspects of Micro business operations;
  • Coordinate provision of all-inclusive capacity building, mentorship and coaching programmes for youths and vulnerable groups;

  • Develop and implement Entrepreneurship outreach programmes;
  • Mainstream pre-retirement and post-retirement training for entrepreneurs;
  • Oversee the development of apprenticeship programmes and recognition of prior learning skills mechanism; 
  • Establish an up-to-date comprehensive Database on MSMEs Capacity Building Programmes; and
  • Collaborate with other Training institutions both locally and internationally on MSMEs and Entrepreneurship training and certification.

 

The Division will be headed by a Director, Enterprise Development MSMEs Digital Delivery,  responsible for the following functions: -

  • Promote e-commerce strategies for MSMEs;
  • Provide support for technology upgradation and modernization; 
  • Design and develop an MSMEs integrated information system;
  • Promote formalization and development of sector-based database for MSMEs;
  • Package and disseminate information on MSMEs activities, products and services; 
  • Develop a business information database of MSMEs; 
  • Information management;
  • MSMEs content development and management;
  • Communication and social media management; 
  • Create public awareness on Government policies, programs and projects on MSMEs;
  • Media representation and coverage of MSMEs functions; and
  • Establish a seamless digital communication channel on MSMEs products and services.
