Fourth Medium Term Plan
Hon. Susan Mang'eni accompanied the CS for Youth Affairs, Creative Economy and Sports Hon. Ababu-Namwamba, in the Fourth Medium Term Plan (MTP IV) 2023-2027 forum of the National Government. In attendance were the Busia County Commissioner, officers from the State Department for Planning and County Government of Busia; as well as development partners, civil society organizations, religious leaders, youth groups, women's organizations, persons with disabilities, and media practitioners.
The session focused on the policies, initiatives, and programs that are planned for medium-term implementation, while emphasizing the need to align MTP IV with the Bottom-up Economic Transformation Agenda (BETA).
BETA espouses the value chain approach to economic development with solid predetermined linkages between production, value addition, and marketing; while creating opportunities for cost reduction, process optimization, and competitive advantage through an end-to-end approach to investment. The value chain model breaks the silos mentality, thereby eliminating sectoral capture and wastage of resources caused by duplication and ineffective coordination of projects.
As the State Department for MSMEs Development, we appreciate the alignment between MTP IV and our goal of driving inclusive development at the bottom of the economic pyramid; because the MSME sector plays a critical role in the economic development of our country; by providing over 86% of employment and livelihood sustainability opportunities, while also contributing approximately 40% to our GDP.
MTP IV complements the five key pillars of BETA that are envisaged to have the largest impact on our economy: agriculture, housing, health care, digital superhighway and creative industry. As a result, the effectual and timely dissemination of MTP IV priority area information in improving the livelihoods of Kenyans; as it will lead to equitable distribution and access to opportunities by all Kenyans.
