Kenya Micro and Small Enterprises Policy (2020)

 

The Policy’s goal is to provide an integrated enabling business environment for the growth and development of productive MSEs in Kenya.

 

The following are the ten (10) objectives of the policy:

 

i. Entrenchment of entrepreneurial culture;

 

ii. Skills and capacity development;

 

iii. Access to domestic and export markets

 

iv. Access to a diversified and affordable range of financial products and services;

 

v. Access to decent and affordable infrastructure;

 

vi. Facilitation of start-ups;

 

vii. Promotion of formalization;

 

viii. Enhanced coordination and implementation of support programmes targeting development of the Sector;

 

ix. Conducive regulatory environment at the national and county levels; and

 

x. Mitigation of business external risks including those that are emerging and cross-cutting in nature. 

THE MICRO AND SMALL ENTERPRISES ACT, NO. 55 of 2012

The Micro and Small Enterprises Act, No. 55 of 2012

AN ACT of Parliament to provide for the promotion, development, and regulation of micro and small enterprises; to provide for the establishment of the Micro and Small Enterprises Authority, and for connected purposes.

This Act provides for a legal and institutional framework for the promotion, development and regulation of micro and small enterprises by: (a) Providing an enabling business environment; (b) Facilitating access to business development services by micro and small enterprises; (c) Facilitating formalization and upgrading of informal micro and small enterprises; (d) Promoting an entrepreneurial culture; and (e) Promoting representative associations. The Act also establishes the Micro and Micro and Small Enterprises Development Fund and the Small Enterprises Tribunal.
